That's what I understand too. But they had an article in the paper the other day about it and some guys at work was saying that it had to be totally deboned. Gonna have to call ldwf I guess

The deer does NOT have to be deboned. As long as there is no brain or spinal coard with it your ok.

We got checked in Missouri Lamp,, coming back thru.... As long as it is quartered and back strap is cut away from the spine and it is no head ,, you should be good...

We deboned ours and brought the heads to taxidermist while we were there to have the heads caped and he cleaned the brain and tissue off the skull plates.
